1. Today, various law enforcement agencies are tapping almost 10,000 phones across India, while over 1,000 e-mail accounts are under the scanner, after clearance from the Union Home Secretary. According to an internal note, the committee, formed following orders from the Supreme Court to review orders passed by the Home Secretary for interception of calls and e-mails under the Indian Telegraph Act, said 10,648 orders had been passed for interception of phones and e-mails in August this year. The three-member committee, which includes Cabinet Secretary Ajit Seth, Telecom Secretary R. Chandrasekhar and Legal Affairs Secretary B.A. Agrawal, noted that "4,360 orders were for fresh telephone interception." 2. Uttar Pradesh Minister Vinod Kumar Singh alias Pandit Singh, who has been accused of kidnapping the Chief Medical Officer of Gonda, has submitted his resignation to Chief Minister Akhilesh Yadav. It comes after the Government appointed a two-member committee to probe the alleged incident. Mr. Pandit Singh's resignation has been accepted by the Governor. Meanwhile, the CMO, Dr. S.P. Singh, who had gone missing and was "untraceable", rejoined duty in Gonda on Friday, a few hours after the Minister's resignation. 3. Rural Development Minister K.C. Joseph and Panchayat Minister M.K. Muneer appear to be on a collision course over the control of the National Rural Livelihood Mission, with the former asserting that the Centrally sponsored programme should be implemented by his department as per the Central government's guidelines. Dr. Muneer's assurance to Left Democratic Front leaders during the course of conciliatory talks to settle the indefinite strike of Kudumbasree members that the NRLM would be retained with Kudumbasree had apparently sparked off a tussle for the control of the programme. 4. Within days of Union Defence Minister A. K. Antony downplaying the turf war between the Army and the Air Force over control and operation of attack helicopters, the Government has finally decided to give their control to the Army. "We have received a letter from the Defence Ministry and we have been given the attack helicopters by the Government," said Army Chief General Bikram Singh. 5. Sources in the Ministry said the letter given to the Army says all future attack helicopters would be with the Army. The Army's Aviation Corps would pilot, operate and maintain the attack choppers. From the time of floating the request for procuring attack helicopters, it would take nearly three years for the choppers to land in India and get inducted in the Army. 6. Home Minister Thiruvanchoor Radhakrishnan has said that the State government will give grace marks to student police cadets in examinations on a par with the National Cadet Corps. He was presiding over an interaction programme between student police cadets (SPC) and former President A.P.J. Abdul Kalam, organised by the district police at the municipal town hall. 7. The Supreme Court on Friday transferred to itself 23 cases from various High Courts across the country relating to petitions challenging the National Eligibility & Entrance Test (NEET) for admission to post-graduate medical courses from 2013-14. As per the regulations announced by the Medical Council of India, seats will be allotted from the National list and State-wise merit list prepared by the MCI. Further, 50 per cent of all PG courses will be filled by candidates selected by the State Government. 8. A local court issued a non-bailable warrant against Kingfisher Airlines, its chairman Vijay Mallya and four of its directors on Friday after they failed to appear before it in a case filed by GMR Hyderabad International Airport Ltd. for dishonouring cheques worth Rs.10.5 crore. The case was posted to November 5. 9. The Centre directed the Airports Authority of India (AAI) not to levy airport development fee on passengers at the Chennai and Kolkata airports. 10. Jamaat-ud-Dawah chief Hafiz Mohammad Saeed filed a petition in the Lahore High Court, seeking a directive to the Pakistan government to approach the International Court of Justice against the makers of the anti-Islam film Innocence of Muslims .
